The following summary of information is provided to acquaint you with the services, privileges and restrictions of our community.  As a Covington Park resident, you have chosen to live in a very desirable community.  Please adhere to the rules and regulations of the community.


MEMBERSHIP AND PAYMENT OF DUES
Your monthly HOA dues provide for the maintenance and ongoing operations of the community.  All property owners are required to be HOA members. No property owner is exempt from the HOA membership dues assessment. Please feel free to contact the HOA Management Agent (Crest Management) should you desire additional information or have questions.  Currently dues are due on the first day of each month.  Assessments are considered late if paid after the 30th day of each month.  Payments received after the due date are subject to a late charge of 18% per annum.


SERVICES PROVIDED

The HOA has authority to levy dues against members by a 3-member board of directors based upon the needs of the annual expense budget. Expenses include, but are not limited to:

  • Maintenance of streets, gates, irrigation, and facilities
  • Trash collection
  • Water and sewer
  • Landscaping
  • Mailboxes and signage
  • Administration


SAFETY AND SECURITY
Covington Park is a restricted entry community with three gated vehicle entrances, one gated pedestrian entrance, and private streets.  Once construction is complete, the gates will remain shut at all times.  Entry is provided by keypad or gate clicker.  The HOA may, but is not obligated to, implement, maintain, or support certain activities / improvements within the property design to make the property safer than they otherwise might be. 


TRASH COLLECTION
Trash and recycling services are provided by Texas Pride Disposal. 

Pick-up Days
Tuesday and Friday.  Heavy trash and recycling pickup is only on Friday.  Trash will not be picked up on the following Holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. Trash will be picked up on the next non-holiday business day.


Specifications

Homeowners must provide their own trash bins.  Trash bins shall placed in an area screened by fencing or landscape on non trash pickup days. Reclying bins are provided by Texas Pride Disposal.


FAMILY PETS

Article VI, Section (2):  The Restrictive Covenants governing all property in Covington Park prohibits animals, except for the non-commercial, domestic keeping of dogs, cats, caged birds, fish, and other common, household pets.  Pets are to be registered, licensed, and inoculated as required by law.  The HOA board of directors of the has the right to order any member whose pet is a nuisance to remove such pet from the property at the owners expense.  If there are problems with your pet, you may receive a phone call or letter from the HOA, to be followed by further action by the Board  should the problem persist.


This community expects pet owners to pick up after their pet, in accordance with City of Houston Ordinance Section 6-24.  It is the duty of each person in control of a dog or cat to promptly remove and dispose of, in a sanitary manner, feces left by such dog or cat.  Violation shall be punishable upon conviction by a fine of not less than $75.00 or more than $500.00.

MAILBOX KEYS AND GATE CLICKERS
Mailboxes
Mailbox keys can be obtained from the previous owner or by contacting the Post Office located at 1300 W 19th St. Houston, TX 77008
​(713) 861-8535.  FirstService Residential does not have access or keys to mailboxes.  Each unit has a uniform mailbox and marker identifying the street address.

Gates
Homeowners can purchase a gate remote from Crest Management.  Remotes can also be mailed upon receipt of payment.​

CONSTRUCTION APPROVAL
In an effort to provide and protect each individual homeowner's rights and values, it is required that any homeowner or group of owners considering improvements and/or changes to their home or property, submit a REQUEST FOR HOME IMPROVEMENT APPROVAL to the Architectural Review Committee for planned improvements and/or changes. If any change is made that has not been approved, the Association has the right to ask the homeowner to remove the improvement(s) and/or change(s) from the property.

PARKING 
Why?
Several parking issues in Covington Park were observed over the course of several months, as follows:

  • Vehicles impeding fire hydrant and mailbox access
  • Vehicles parked on both sides of streets impeding emergency vehicle access
  • Vehicles parked on streets impeding resident garage access
  • Vehicles parked on streets left unattended for extended periods of time
  • Resident garages utilized for a different purpose other than parking (e.g., gym, lounge), resulting in impermissible parking on the street


Why Now?
Our community had an unfortunate fire incident due to lightning this summer.  A swift emergency response helped extinguish the fire, minimizing property damage and spread of fire to other residences.  Nobody was hurt and repairs are well underway.  If not for luck and clear fire truck access, this could have been a different result. 

Why This Way?
In response to the above incident, the HOA reviewed the Declaration for Covington Park and sought consultation of the Houston Fire Marshall as input to the Covington Park Parking Guidelines.  A community walk with the Fire Marshall was performed to measure street clearance, which revealed significant violations and potentially dangerous conditions.  

Covington Park Parking Guidelines
1. Please refer to the community map and parking figures below for illustration.​
2. The term “Vehicles,” as used herein, shall refer to all motorized vehicles including, without limitation, automobiles, trucks, tractors, motor homes, boats, trailers, motorcycles, minibikes, scooters, ATV’s, go-carts, campers, buses, and vans.

3. Any Vehicle parked or left not in accordance with this section shall be considered a nuisance and may be subject to a parking violation sticker or removal from the community by the HOA at the owner’s expense.

4. Parking of Vehicles in resident garages is allowed and encouraged.

5. No Vehicle may be parked in the Street, except as follows:

  • Vehicles, limited to automobiles, small trucks, or vans, may park on the east side of Scoby Lane within the designated parking zone for up to 12 hours.  Guests and service Vehicles may also park at this location. Note: There is not parking on the west side of Scoby Lane next to retention pond; it must be clear for emergency vehicle access.
  • Vehicles, limited to automobiles, small trucks, or vans, may park on the east side of Bently Green Lane within the designated parking zone for up to 12 hours.  Guests and service Vehicles may also park at this location. Note: There is not parking on the west side of Bently Green Lane; it must be clear for emergency vehicle and mailbox access.

6. Vehicles, limited to automobiles, small trucks, vans, or motorcycles, may park parallel to the resident garage door at a distance of no more than 3 feet from the garage door and within the width of the Driveway Skirt on the Lot, as illustrated by Figure 1. 

​7.  Vehicles, limited to automobiles, small trucks or vans, may park at an angle to the garage door with at least three tires in contact with the Driveway Skirt and within the width of the Driveway Skirt on the Lot, as illustrated by Figure 2.

8. No motorized Vehicles shall be permitted on sidewalks, pathways, unpaved Common Area, areas between sidewalks and the curb or edge of the adjacent Street, except for emergency Vehicles and Vehicles authorized by the HOA

9. All Vehicles within the Property must be in a condition which meets the requirements of all state and local governmental authorities as to licensing, safety, and equipment standards.  Additionally, Vehicles shall not be an eyesore, detracting from the character and aesthetics of the Property.
